Rep. DeBoyer Opposes Legislation Burdening Local Clerks

State Representative Jay DeBoyer is speaking out against proposed legislation that he believes will burden local clerks and compromise the accuracy of vital records. The bills in question, House Bills 5300-03, would allow individuals to change the sex designation on their driver's license, state ID, or birth certificate without requiring additional documentation or certification.

DeBoyer, who has firsthand experience as a clerk and register of deeds for St. Clair County, argues that the inclusion of gender identity elements in these bills goes too far. He expresses concerns that allowing individuals to change their gender on a birth certificate could lead to confusion and undermine the legitimacy and accuracy of vital records.

In his own words, DeBoyer states, "Being able to change your gender to one that is different from what was on a live birth certificate would cause confusion and jeopardize the legitimacy and accuracy of a record." He further emphasizes that such changes would create unnecessary hassles and backlogs for clerks who are already burdened with various responsibilities, such as overseeing elections and finances.

DeBoyer believes that the role of local clerks has been consistently made more difficult throughout this legislative term, rather than being made more efficient. He sees the proposed legislation as yet another obstacle that local clerks would have to navigate in their daily duties.

The bills were introduced in November and are currently being considered by the House Judiciary Committee. It remains to be seen how the committee will proceed with the legislation.

It is clear that Rep. DeBoyer is dedicated to protecting the integrity of vital records and ensuring that local clerks can carry out their duties effectively.
