Michigan House passes bill clarifying protest rules on public roads

State Representative Joseph Pavlov has expressed support for House Bill 4664, which was recently passed by the Michigan House of Representatives. The bill amends the state's vehicle code to clarify that individuals are not allowed to block or interfere with traffic on public streets or highways in ways that could endanger others.

Under the proposed legislation, a single person blocking traffic would be committing a civil infraction. However, if a group deliberately obstructs roadways, it would be considered a misdemeanor with increased penalties. The bill also preserves exceptions for utility work and charitable or civic activities when these are carried out safely and according to local regulations.

“Public safety must be balanced with our citizens’ right to free assembly and expression,” Pavlov said. “This legislation makes that balance clear. We are saying it is unacceptable to jeopardize the safety of first responders, commuters, or emergency services by obstructing public roads while still protecting lawful and peaceful public gatherings.”

The bill received bipartisan support in the House and will now move to the Senate for further review.
