Green's bill, House Bill 5322, aims to prevent the use of state funds for projects that involve forced or child labor, including the sourcing of materials for solar panels and electric vehicle battery components. The legislation also includes provisions for the Michigan Strategic Fund, which provides grants, loans, and appropriations to attract new corporations to the state.
According to Green, "Michigan should not give a single taxpayer dollar to entities that profit off forced labor and child labor." He believes that as the state transitions to renewable energy, it is crucial to avoid supporting unethical supply chains. The proposed bills not only protect children but also position Michigan as a leader in standing against these practices.
Forced labor and human rights abuses, such as human trafficking, slave labor, and child labor, have been prevalent in various parts of the world. The demand for materials required for renewable energy has further exacerbated these issues. Reports from the Democratic Republic of Congo and western China have shed light on the extensive and systematic extraction and exportation of materials like lithium, cobalt, manganese, and palladium, often through unethical means.
Green expressed concern about Michigan's material sourcing and the entities the state does business with when utilizing taxpayer dollars. He stated, "Where is Michigan getting its materials from, and who is our state doing business with? That will be a major focus, and it should be."
The proposal put forth by Representative Green is currently being reviewed by the House Government Operations Committee, where it was referred after its introduction earlier this month.
The legislation introduced by Green highlights the need for responsible and ethical practices in the renewable energy sector. By ensuring that taxpayer dollars are not used to support projects involving forced or child labor, Michigan aims to set an example for other states and promote a sustainable and socially responsible approach to green energy.
