Rep. Bierlein introduces bill supporting multi-use agricultural properties

State Representative Matthew Bierlein has introduced a legislative proposal aimed at granting farmers more flexibility in utilizing their properties for multiple purposes. The proposed legislation specifically addresses zoning ordinances, stipulating that they cannot prevent barns or other facilities on agricultural land from being used as commercial venues for events like weddings.

The plan does not eliminate the possibility of regulating aspects such as noise, advertising, traffic, and hours of operation associated with these activities. Bierlein emphasized that the proposal was crafted to respect local authorities' ability to manage these conditions effectively.

Bierlein, representing Vassar, had previously introduced similar legislation during the 2023-24 term after discussions with property owners in his district, which includes parts of Bay, Genesee, Saginaw, and Tuscola counties. He noted that many property owners are interested in using their spaces as event venues during certain seasons to supplement their income amid rising business costs.

“I have talked with many people who own properties that can double as event venues in the summer and fall,” Bierlein stated. “They want to be able to provide these services for customers and with the costs of staying in business rising, these opportunities can help them stay afloat. By permitting the use of these spaces, we can foster the growth of local businesses, create job opportunities, and contribute to the overall vitality of our communities.”

Additionally, Bierlein highlighted that the legislation aims to protect property rights and offer clarity for both communities and property owners. This is particularly relevant as some Michigan landowners have utilized vague language in existing ordinances to operate commercial venues under terms like seasonal agri-tourism.

House Bill 4006 has been forwarded to the House Agriculture Committee for further consideration.
